It is not merely a solvent cleaner. Its wetting/conditioning function is relevant when preparing a screen for photo emulsion.
After cleaning, the wet mesh is treated with the agent, brushed in, left for about 5 minutes, rinsed and dried; the purpose is to make the subsequent emulsion coat more uniform and even.
